The Accommodations section lets you send an e-mail to the hotel you would like to stay in.  You can also contact the various consortia who will book a room for you.

Rates vary all the time.  Check the rates published on the Web sites of the individual accommodations you are interested in.  All hotels must publicise their maximum declared rates, the same rates you will find posted in the room or apartment.  These rates, however, are rarely applied.
